Eligibility
Principal applicants must represent a non-profit making organisation, a registered community group or a group formed under a registered non-profit making body. Application is open to organisations from all sectors and is not limited to health care organisations. Funding will not be granted to projects in areas already funded by other funding agencies. Applicants who have final or dissemination reports overdue (reports should be submitted within 3 months of the date on which funding ended) or who have not submitted reports of an acceptable standard will not have their applications for new funding considered until the report has been received and approved. Reports, which are finally deemed to be unsatisfactory, may be taken into consideration in future grant application.

Assessment criteria include: Non-Research Health Promotion Projects

• Relevance to health promotion
• Clarity in the statement of objectives and identification of target group(s)
• Feasibility of implementing the plan in achieving the stated objectives
• Justification for the budget
• Documentation of benefits
• Effectiveness in changing people's behaviour/lifestyle practices and in enhancing public awareness on health knowledge
• Practicability of the evaluation criteria and plan
• Experience and track records in organising and implementing similar projects
• Relevance of the proposal to the thematic priorities of the HCPF

Estimation/ Preparation of an effecitve Non-Research Health Promotion Projects

• To built on a successful HCPF-funded project
• A good track record of the Project Team
• Skills and knowledge to expanded network of community partners
• Extended group of beneficiaries
• Self-sustainable after funding period

Seed Funding Scheme

• Effectiveness and sustainability of the programme,
• Potential in building community capacity in health promotion,
• Relevance to local health promotion,
• Feasibility of the proposal,
• Justification of requested budget,
• Evaluation plan of effectiveness, and
• Track record of the administering institution and applicants
