Centre for the Advancement of Social Sciences Research (CASR) of HKBU released the “Survey on Light Pollution Caused by Signboards in Wan Chai District” on 17 March, which found that light emitted from signboards generates severe light pollution.

The report was conducted by CASR in collaboration with the Building Management Working Group of Community Building Committee of Wan Chai District Council and Wan Chai District Office of Home Affairs Department.

From September 2015 to January 2016, CASR observed and recorded the light level of 945 signboards in Wan Chai District between the hours of 18:30 to 23:00 and 00:00 to 06:00 and summarised the characteristics of signboards and blackspots of light pollution. In addition, CASR followed up on complaints and conducted two focus groups with affected Wan Chai District residents to gather views and gain a better understanding of the scope of the issue.

To strike a balance between business considerations and protecting the well-being of the residents from light nuisance, CASR emphasised the importance of communication and cooperation between various stakeholders including the Government, District Council, residents and shop owners.
